[Previous entry: "Local Agency Websites"] [Main Index] [Next entry: "BCRUC Meeting, Jan 10, 2002"] 11/29/2001 Entry: "Minutes of BWC Nov 5, 2001 Meeting" The next regular meeting of the Beaverhead Watershed Committee will be on December 3, at 6:00 p.m. at the Search and Rescue Building in Dillon. The agenda includes discussion of 319 projects (Stone Creek), the Weed Project and discussion and prioritization of future grant request projects. November 5th Minutes: Present: Carl Malesich, Tom Rice, Tom Smith, Steve Armiger, J.S. Turner, Tom Tamcke, Ted Harrison, Ray Marxer, John Osborne, Bill Tash, Todd Tash, Rob Van Deren, John Dillon and Karen Town. Announcements included asking for participation in the 319 Grant review meeting in Helena for riparian work to be performed in the County. More information will follow with specifics of the grant and time and date of the review with the Grant Board in Helena. The Beaverhead Conversation District asked for representation on the Watershed Committee since they are administering grants for us and can also offer technical assistance with riparian and grazing guidelines. It was agreed Carl Malesich would represent the BCD since he serves on that Board as well as Chair of the BWC. In addition, the City was originally approved to have a seat on the Board but no representative was selected. It was agreed that J.S. Turner would represent the City of Dillon on the Board. 319 Update: The 319 project discussed was the Stone Creek project. Specifically, the BWC has an opportunity to work with Barretts Minerals in conjunction with their road improvement project to prevent sediment loading. Our project might be enhancing Stone Creek at the same time the road work is taking place. John Dillon, subcommittee member, expressed concern about spending money on a project that should be remedied by the responsible parties. He wanted to ensure the 319 Grant money was being spent on enhancement versus mitigation and in fact not going towards a problem fix that was created by BMI or Madison County. It was also announced that the subcommittee along with the NRCS, BLM, Barretts Minerals, FWP, landowners and BWC would meet on November 9 for a visit to the proposed work site for the road repair project and review the previous Stone Creek restoration efforts that had been completed. All interested parties were invited to participate. Weed Project: The Weed Project is working in conjunction with Jack Eddy to provide cost share assistance for noxious weed spraying with the landowners along the upper corridor and also mapping further on down the river. Tom Rice has contacted several of the landowners on the upper Beaverhead and was successful in obtaining the co-op agreements. Todd and Bill Tash contacted landowners as well. All agreed to turn in the co-op forms to Jack Eddy and to contact the absentee owners that still needed to sign; specifically the Hegsted, Ron Fick and Stefanic Families. J.S. Turner agreed to present the co-op agreement to the City of Dillon at their November 7th meeting to ask for participation in the project as well. Tom also agreed to talk to Barretts Minerals for their cooperation in the project as well. Ground Rules: The Ground Rules for participation and conducting of the Beaverhead Watershed Committee meetings were approved with the following changes: Clark Canyon Dam contract renewal process: It was discussed the BWC would not have an active negotiation role in that process so changed verbiage to: Help address issues related to the Clark Canyon Dam contract renewal process from Address issues to the Clark Canyon Dam renewal process. Participants: Seats added were the Beaverhead Conversation District and Trout Unlimited or other fishery interest for a two additional seats. The Local Government seat was changed to County Commissioner. There was consensus on the rest of the guidelines. There was discussion to ensure the Committee was in agreement about future grant applications and to be kept appraised on the current status of active grants. To that end, it was decided to brainstorm and develop a list of projects the committee could agree were complimentary to the goals of the BWC and interests of the groups represented. This would allow for grant submissions to be made when the opportunities arise and still have collaboration from the Committee on the projects applied for. Ray Marxer encouraged different interest groups to come to the committee with ideas for discussion at the December meeting. One project idea briefly discussed was cottonwood regeneration efforts along the river corridor. Remember next meeting at 6:00 p.m. at the Search and Rescue Building in Dillon.
